Legal Access is an enforceable right for a parcel to reach a public road, usually through frontage, an easement, or another recognized legal mechanism. A visible driveway or dirt road does not by itself prove legal access or compliance with California fire and development standards.
What it means
Legal access concerns the right to cross land, while physical access concerns whether a usable route exists. Permitted access also requires compliance with the road authority and local standards.

Missing, disputed, narrow, or unbuildable access can prevent financing, permits, emergency response, or practical use.
